Someone signed up asking to be a reseller, consultant or facility. They are already buying at customer pricing — approving upgrades their tier, denying just leaves them a customer.

A partner tried to register an operator another partner already owns. Keep the current owner, or reassign the facility to the new partner.

A consultant asked to sell below a product's set floor. Approve (at a price) to unlock it, or deny.

Accrued consultant commission awaiting payout. Marking paid moves those ledger lines to "paid".
